Speaking at the Justice Department today, Mueller said a longstanding department policy prohibited him from charging the President with a crime in the Russian Federation investigation.

Mueller concluded his 22-month investigation in March by submitting a report to Attorney General William Barr and a redacted version was made public last month.

In his first remarks since being appointed Special Counsel, Robert Mueller Wednesday morning said: "it would be unfair to accuse someone of a crime" when they can not be charged in court.

According to the Guardian, Wolff also writes about the "tortured deliberations" undertaken by Mueller in determining whether to charge the president, and if he did so whether the president had the power to dismiss him, or his boss then-Deputy Attorney General Rod Rosenstein.

Mueller's views and adherence to this policy could influence future cases against sitting presidents.

Among those conflicts, Trump cited his belief that Mueller "had interviewed for the FBI Director position shortly before being appointed" special counsel. He said his reporting was "based on internal documents given to me by sources close to the Office of the Special Counsel".

Mueller may be returning to private life and moving on, his parting statement, which was being parsed for unsaid indications and pointer by commentators and analysts, had enough to keep Trump's critics going.

So, Mueller, by his own account, conducted a two-year investigation knowing from the beginning that he wouldn't make the either/or decision that prosecutors exist to make.

On the other hand, Lindsey Graham of SC, the Republican chairman of the Senate Judiciary Committee, said that Mueller "has made a decision to move on and let the report speak for itself".

Trump has accused Nadler and the 23 other Democrats on the committee of trying to hold a "do over" of the Mueller investigation, and has repeatedly stated that the report found "no collusion" and "no obstruction".
