China-US Trade War: How do the tariffs work?

The move came as US Treasury Secretary Steve Mnuchin said Wednesday that the US was studying how proposed tariff increases on roughly another $300 billion in Chinese imports would affect consumers and was at least a month away from enacting them.

Washington earlier this month hiked existing tariffs on $200 billion in Chinese goods, including farm products and consumer electronics, prompting Beijing to retaliate, as talks to end a 10-month trade war stalled.

"There won't be any decision probably for another 30 to 45 days", Mnuchin said in a hearing before the U.S. House of Representatives Financial Services Committee.

The two leaders are expected to meet face to face on the sidelines of the G20 late next month, and USA and Chinese officials have both indicted that the trade war can only be resolved by Trump and Xi.

In a conference call with reporters, Agriculture Secretary Sonny Perdue said US$14.5 billion of the US$16 billion would be paid directly to producers, who have been hit hard by Trump's tariff showdowns with China, Mexico and other countries.

There is a "danger", he added, because if there is a Democratic president in the future, "they can impeach him for any reason". Pelosi has been resisting calls from dozens of Democrats to begin impeachment proceedings against Trump.

The trade tensions further intensified this week as the USA blacklisted Huawei and effectively halted its ability to buy American-made parts and components.

A top business lobby group representing American firms in China said they have "real concerns" over how Beijing may respond to USA action taken against Huawei.

The talks between the USA and China appeared to have stalled as it is unclear what the two sides would negotiate, CNBC previously reported.

The Chinese government's top diplomat, Wang Yi, said Wednesday that China's door would always be open to further trade talks with the United States, but added that Beijing would not accept any unequal agreements.

US lawmakers also moved Wednesday to provide about $700 million in grants to help USA telecoms providers with the cost of removing Huawei equipment from their networks, and to block the use of equipment or services from Chinese telecoms firms Huawei and ZTE in next-generation 5G networks.

While China has not said whether or how it may retaliate against the measures targeting Huawei, state media have taken an increasingly strident and nationalistic tone and vowed Beijing will not bend to USA pressure. According to recent media reports, Chinese hi-tech firms including Huawei, DJ-Innovations and HIKvision are facing technology sales-blocking measures from the United States, which are widely considered as a tactic to ratchet up pressure on China.

The EU imposed import duties of 25% on a $2.8 billion range of imports from the United States in retaliation for U.S. tariffs on European steel and aluminum.

"I am very happy with over $100 billion a year in tariffs filling USA coffers", he wrote. Washington also wants curbs on subsidies for Chinese state-owned enterprises and increased access for U.S. firms in Chinese markets.
