According to Reuters this is due to U.S. regulations where Samsung has to let people know that their orders will be cancelled unless they agree to it being extended beyond the 31st of May.

A phone maker that's certain it will actually be able to ship a product fairly soon would probably do this notification the other way around - automatically keep everyone's order with the option to cancel it. If you do not want your order automatically cancelled on May 31st you may request that we keep your order and fulfill it later.
