Shutdown Negotiations Still Snagged As ICE Detention Policies Come to the Fore

Democrats backed away from their demand on tight limits on detention beds that Immigrations and Customs Enforcement could use to detain undocumented immigrants, pulling away from a push that that led to a breakdown in talks over the weekend.

It still has to be written into legislation, pass both chambers of Congress and get Trump's approval before Friday night to avoid a partial government shutdown.

Trump traveled to El Paso, Texas, for a rally Monday evening, and he was expected to restate his case for tougher immigration rules.

Democrat Beto O'Rourke told a hometown El Paso crowd that it's time to "show the country that there is nothing to be afraid of when it comes to the U.S. -Mexico border". Ted Cruz, R-Texas, should disqualify him from seeking higher office.

But Democrats have said the Republican descriptions inaccurately characterize their position.

Speaking in an interview with Fox News conducted on the sidelines of the rally, Trump suggested he didn't know numerous specifics of the deal and said: "We'll see what happens". But the speech was perhaps most notable for what it didn't say. He claimed: "That may be the end of his presidential bid".

Aguilar noted there were thousands outside the coliseum who could not get inside.

The rowdy crowd chanted "build that wall" as a protester was escorted out. "So we have, let's say, 35,000 people tonight, he has 200 people, 300 people - not too good", Trump claimed.

However, several NY politicians have been critical of the project and the roughly $ 3 billion in incentives NY agreed to provide. In response to a request for comment, Amazon appeared to commit itself to the NY project, though didn't explicitly say so.

What matters more is that Trump is right about where Democrats now stand. Top Senate Democrat Chuck Schumer was more direct, saying, "I strongly urge the president to sign this". Another government shutdown could further harden battle lines. Government funding for several agencies is set to expire Friday.

"We know that walls do not save lives; walls end lives", O'Rourke also told those gathered at his rally.

Will Trump fold on the wall this week, then turn around and declare total victory? "We're setting the table".

Lawmakers formed a conference committee that's been tasked with reaching a deal on border security before the next shutdown deadline. "Now, with a powerful barrier in place, El Paso is one of our safest cities".

Left-wing Hollywood director Rob Reiner blasted Trump's "stolen presidency".

Both are speaking in El Paso.

"With the eyes of the country upon us, all of us together are going to make our stand, here in one of the safest cities in the United States of America - safe not because of walls, but in spite of walls", O'Rourke said.

Trump has been needling his potential Democratic challengers over their support for policies including Medicare for all, higher taxes on the wealthy and the Green New Deal.

Ever since Trump won the White House, Democratic strategists have been searching for a better way of dealing with his name-calling and attacks. "The Democrat Party has never been more outside of the mainstream", he said.

Republicans feared the public would again blame them for the impasse.

And yet Trump still holds one critical card.

It remains unclear if O'Rourke plans to run for president in what is already a crowded Democratic field.
