The 600,000 New Yorkers who don't have any type of health coverage will be getting access to medical care under a program being announced Tuesday by Mayor Bill de Blasio.

"While the federal government works to gut health care for millions of Americans, New York City is leading the way by guaranteeing that every New Yorker has access to quality, comprehensive access to care, regardless of immigration status or their ability to pay", de Blasio added.

The option will also provide healthcare to undocumented immigrants, said de Blasio, because they are still part of the community.

In making the announcement on national television, Blasio appeared to be trying to heighten that contrast and thrust his efforts on behalf of undocumented New Yorkers into the national debate over immigration, hours before Mr. Trump was to go on television Tuesday night to make his case for a border wall.

In 2013, Lincoln Hospital in the Bronx announced a new "Integrated Wellness Program" targeting seriously mentally ill people with chronic health problems-the same population that tends to be uninsured, to neglect their own care, and to wind up in the emergency room when their diabetes or cardiovascular disease catches up with them.

Notably, NYC Care does not mean universal health insurance. "A primary care doctor, an actual person that you can turn to that's your doctor, and the specialty services that will make all the difference". The panel concluded, in the words of a Newsday editorial, that "for patients, emphasis would be on primary care instead of hurried emergency-room sessions and days of hospitalization".

It will also guarantee health care access to those ineligible for insurance, including illegal immigrants who live in NY.

"We're going to guarantee healthcare for New Yorkers who need it". It's going to be for the first time a guarantee of health care.

De Blasio said it will be paid for through the public health care system and he believes it will ultimately save money by preventing trips to the emergency room. "We're already paying an exorbitant amount to pay for health care the wrong way when what we should be doing is helping them get the primary care".

Through NYC Care, everything, including prescriptions, will be available on a sliding scale that allows participants to pay either what they can afford or nothing at all. We're doing the opposite. "It is the most expensive way to get health care". It's going to save us money down the line'.

Described by de Blasio as a bold healthcare initiative that "has never been done before in this country in this kind of comprehensive way", NYC Care would build upon the city's existing MetroPlus insurance system and spend an estimated $100 million per year to provide physical and mental health coverage, pediatric care, and other necessities to all residents.
