Kim Jong-un letter to Seoul asks for more summits in 2019

"President Moon must not be deceived by Kim's small gestures of goodwill and prematurely fold", Poe warned.

Kim said he was willing to meet the US president at any time, mixing in conciliatory messages with his warnings of conflict to Washington and Seoul in his annual speech where he laid out policy priorities for his isolated and impoverished country.

Kim Jong-un also "expressed an intention to meet with Moon frequently in 2019" to pursue peace and "solve the issue of denuclearising the peninsula together", the spokesman said. On Feb. 10, Kim's sister Yo-jong, the first vice-director of the North's Workers' Party Central Committee, delivered a letter to Moon at Cheong Wa Dae when she visited the South to participate in the PyeongChang Winter Olympics. The report did not include details about the substance of the message but said they related to U.S-North Korea talks. "However, our hearts will become more open if we put in that much effort".

The South Korean President said he hoped to see Kim in the new year, and that his welcome to the country "remains unchanged".

WHILE Kim Jong Un has always been regarded as a dictator in South Korea, the North Korean leader can expect a warm welcome from a portion of his estranged neighbours who have set up fan clubs in anticipation of his future visits.

Leader Kim Jong-un declared an end to missile launches earlier this year after a crunch summit with US President Donald Trump in Singapore in June.

Moon's tweet included photos of the top part of the letter, which began with: "Dear your excellency President Moon Jae-in".

In his letter, Kim said his landmark 2018 meetings with Moon - one in Pyongyang, and two at the truce village of Panmunjom, on the border between North and South - resulted in "practical and bold measures" to overcome long-standing confrontation and remove fears of war from the peninsula, according to Moon's spokesman.

The letter comes days before Kim is expected to address North Koreans in a New Year's speech that North Korean leaders traditionally use to announce major policy decisions and goals. In his meetings with Moon and Trump, Kim signed on to vague statements calling for a nuclear-free Korean Peninsula without describing when or how it would occur.

It was nearly exactly one year ago, in the wake of Kim's 2018 policy speech, that Trump threatened the North Korean dictator and said his nuclear button was "much bigger and more powerful". The two sides have clashed over the pace and sequence of talks, with North Korea demanding relief from global sanctions and the USA seeking more steps toward disarmament.

The closely choreographed event will be scrutinized for signs on whether Kim wants to continue the diplomatic push - including a possible second summit with Trump - or draw a harder line against giving up his weapons.
