President Donald Trump says it's "totally up to the Democrats as to whether or not" there is a government shutdown.

He called on the Senate to pass spending legislation with the border wall funds before the midnight deadline.

"Chuck Schumer and Senate Democrats now have to decide whether it is worth shutting down the government to keep us from securing our border", said Kevin McCarthy, the leader of Republican lawmakers in the House.

Republicans, however, now have only a 51-49 majority, which includes a few moderate Republicans and anti-Trump Republicans who aren't thrilled with the prospect of a wall.

The Senate passed a spending bill earlier this week that did not provide any funding for a border wall.

Trump's wall plan had deep support among Republican voters, but a majority of the wider electorate opposes him, polls show. But Ryan came under heavy criticism from conservatives during a private party meeting and then was called out to speak to Trump on the phone, several lawmakers said.

Trump has tweeted that a government closure could drag on "for a very long time" and he's trying to blame congressional Democrats if no deal is reached on his demand for $5 billion for a border wall with Mexico. After a campaign centered on getting his base to chant "BUILD THE WALL" and almost two years of continuing to insist the wall is coming, and at Mexico's expense, he suddenly doesn't get why everybody's talking about the wall so much.

This time, however, at least one member of McConnell's caucus endorses Trump's proposal.

Trump crowed about the vote on Twitter, saying: "Nancy does not have to apologize".

However, Senator Steve Daines of Montana applauded the House for passing a bill that fully funds government and included $5.7 billion dollars in border wall funding.

Friday's voting dragged on as senators rushed back to town.

Both the House and Senate packages would extend government funding through February 8, all but guaranteeing another standoff once Democrats take control of the House in the New Year. 'I mean the senate and particularly Senate Democrats have a constitutional duty to protect the people of this country, and we hope they step up and fulfill it today, ' she said.

The president was meeting with House Republicans as he weighed his options before the shutdown deadline at the end of Friday. He also argued that Mexico will pay "indirectly" for the wall because the terms of a new trade deal will boost USA revenue.
