Taylor served on the North Ogden City Council starting in 2009, and became mayor in 2013, according to his biography on the city website.

"He approached everything and everyone with the idea that he would leave them better than he found them", said Jonathon Call, a North Ogden resident now deployed to Kuwait with the Utah National Guard. At the time, he told local media he would serve as an adviser to an Afghan commando battalion. Another U.S. service member is being treated for wounds sustained in the attack, American military officials said.
