But for Olympic athletes, the act is a violation of strict U.S. Anti-Doping (USADA) policies that prohibit IV infusions, even of legal substances, if it's not related to a hospitalization or directly approved by USADA. That triggered the USADA investigation, one that Lochte "fully cooperated" with according to US officials.
Nasri, 31, was treated while on holiday, but it contravened World Anti-Doping Agency (Wada) rules leading to a Spanish Anti-Doping investigation.
United States officials further clarified that Lochte, who has brought home 12 medals from the past four Olympics including six golds, was not using a banned substance, but that doping rules prohibit athletes from receiving IV infusions or injections unless "legitimately received in the course of hospital treatment, surgical procedures, or clinical diagnostic investigations".
In 2016, Lochte - the second most decorated USA swimmer behind Michael Phelps - was banned from the sport for 10 months after falsely claiming he was robbed at gunpoint during the Rio Olympic Games.
It's worth noting that the USADA did not find that he was injecting himself with any banned substances - the problem was the amount of fluid that he received.

The reigning back-to-back World Sevens Series champions were the favourites heading into the match against Ireland. France next play New Zealand , who opened their campaign with an easy 29-5 victory against Russian Federation .
The swimmer, shown here in 2016, has accepted a 14-month suspension.
In its announcement of Lochte's suspension, USADA says "Lochte received an intravenous infusion of permitted substances at an infusion clinic in a volume greater than 100 ml in a 12-hour period without a Therapeutic Use Exemption (TUE)".
Lochte was not only suspended 10 months for that debacle, but also forfeited $100,000 in Olympic medal bonus money and was banned from competing in last year's national and world championships.
"It's a hard sanction because I didn't take anything illegal, but a rule is a rule", he said.
Lochte appears to have deleted the post from his social media. He has previously said that he wants to compete in the 2020 Tokyo Olympics, though those hopes would seem to be in at least some doubt now.

The departure was emotional and bittersweet, said Shilan Shuweish, a Fuaa resident who left with her husband and two children. Israel has been on high alert in recent weeks amid the spike in hostilities in the south.
"This is devastating for my family and me", Lochte said at a news conference in Florida later Monday.
"I should know better", Lochte said.
"I may be on the sideline from competition, but I'll continue to train every day", he said.
Lochte returned to competition past year, most notably winning the 200-meter individual medley at the U.S. Open.
An infamous drunken night out after the conclusion of the swimming competition in Rio landed Lochte and three American teammates in trouble with Brazilian authorities, resulting in worldwide derision for one of the most accomplished swimmers in Olympic history. He won Olympic gold in 2004, 2008, 2012 and 2016, and if he found a way to win another in Tokyo he would be the oldest Olympic swimming champion.
