Merkel said political considerations must play a role on Nord Stream 2, which would double an existing pipeline's capacity to nearly 30 percent of European Union demand.

Nord Stream 2 is a joint project run by Russia's Gazprom together with France's Engie, Austria's OMV AG, Anglo-Dutch Royal Dutch Shell, and Germany's Uniper and Wintershall.

German Chancellor Angela Merkel held a briefing with Ukrainian President Petro Poroshenko and touched upon a number of issues, including the alleged chemical attack in Syria's Douma and Nord Stream 2 pipeline project.

Poland and the Baltics oppose Nord Stream 2, and US officials have spoken out against it.

Nord Stream 2 is a project to expand the current Nord Stream pipeline connecting Russian Federation and Germany to the bottom of the Baltic Sea, bypassing Ukraine, Belarus, Poland and other East European and Baltic countries. The facility is scheduled to be commissioned by the end of 2019.

He accused Russian Federation of being an "extremely unreliable partner" in energy provision, pointing to state-owned energy firm Gazprom's refusal to pay Ukraine billions of euros after shutting off gas supplies in the middle of winter.

According to energy firm Naftogaz expectations, Ukraine will earn around $3 billion in 2018 from transit.

Merkel had in the past called Nord Stream 2 a purely "economic project" with no need for political intervention.

"Right, and I said this yesterday in a phone conversation with Russian President [Vladimir Putin] that it is impossible if because of Nord Stream-2 Ukraine will lose its significance as a gas transit country..."

"To change the legal foundation retroactively for political reasons would damage the trust in legal certainty", Wolfgang Büchele, chairman of the German Committee on Eastern European Economic Relations, said in a statement.

A spokesman said it was clear Ukraine would remain a transit country for gas. Its length is over 1,200 km and the capacity - 55 billion cubic meters of gas per year.
