Kim's nukes have become rapidly more unsafe over the past few years, firing scores of missiles and last year and detonating an H-bomb.

Chinese officials were not immediately able to comment.

The rival Koreas held preparatory talks Thursday for a summit later this month between North Korean leader Kim Jong Un and South Korean President Moon Jae-in amid a global diplomatic push to resolve tensions over the North's nuclear program.

"We had a discussion [with our North Korean counterparts] in earnest to make the upcoming summit successful", said Kwon without elaborating.

Since 2008, photographer Eric Lafforgue ventured to North Korea six times.

The talks were discontinued after North Korea refused to give up nuclear weapons.

President Recep Tayyip Erdogan later met YOK head Yekta Sarac, who briefed him about the attack. Gonen said the dean was not in his office at the time of the shooting.

The report also suggested North Korea could be "dissuaded" from using nuclear weapons - adding the leader was "ruthless... but rational".

However, it is also noted there has been "no sign" of Kim wanting to target the United Kingdom with nuclear weapons.

Chair Julian Lewis said: "The nuclear and cyber threats posed by North Korea are typical of the new and intensifying dangers confronting the UK".

Despite the doomsday scenario, the Defence Committee claimed the crack pot dictator was still rational and could be reasoned with.

Kim made a surprise visit to Beijing last month and met President Xi Jinping, which appeared to be aimed at improving both countries' positions ahead of Kim's planned summits with Moon and Trump.

Officials from the two sides will meet again on Saturday for another round of working-level talks to discuss setting up a hotline between the leaders of North and South Korea.

The select committee report also covers the cyber threat posed by North Korea - which was blamed for the WannaCry ransomware attack which struck computers at NHS trusts a year ago.

The WannaCry attack hit targets across the world, including the NHS, in what is thought to be one of the most damaging cyber-attacks yet in the UK.

"North Korea has shown an utter lack of concern about who gets hurt by such attacks".

North Korea's official news agency KCNA had said that a delegation headed by Ri left on Tuesday to meet other foreign ministers in Azerbaijan and to visit Russian Federation, but made no mention of China.

Trump and Kim are expected to have a sitdown for a major peace summit during May.
