Gov. Matt Bevin met with Bailey's family in Benton and declared Sunday as a day of prayer for Marshall County.
"She called me, and all I could here was voices, chaos in the background", her mother Secret Holt told WKRN.
On Tuesday, a 15-year-old student opened fire at the school, killing two teenagers and wounding several others. She, like Bevin, says young people don't grasp the value of life and the reality of death but she says gun control is a direction national leadership should be walking in.
"I can hear the gunshots".
"It's not only ours, it's about all of them", said Holt, whose daughter Bailey Nicole Holt was the first to die.

She wished justice for her daughter, but still held on to compassion.
"I hear people talk immediately about gun control and somehow we need to take guns away from people that somehow another gun restriction is going to be the answer", Bevin said in the almost ten-minute long video. "But if he needed a friend, I know she would've been a friend to him and talked to him about anything he needed, because that's just the kind of person she was". I also want to pray for him, too, because I know he's probably having a hard time, too, but he took our baby. Many jumped into cars, or ran across fields and down the highway, some not stopping until they reached a McDonald's restaurant more than a mile away.
Bailey Holt's cell phone rang incessantly, but the 15-year-old didn't answer.
