Liberia's National Election Commission has declared George Weah president-elect and Jewel Howard-Taylor vice president-elect following a December 26 runoff poll.
Mr Weah, who tweeted: "Change is on", succeeds Ellen Johnson Sirleaf to become president next month, the country's first democratic transition since 1944.
Weah responded: "I am honoured to join a new generation of heads of state".
"As a leader in the West African sub-region, Nigeria, especially under the PDP, played key roles in ensuring political stability in Liberia and must continue to show direction by ensuring the consolidation of democratic practice and culture both at home and in other countries in the sub-region".

"Weah honored Sirleaf, calling her 'the Iron Lady of Africa" and promising to 'build upon the institutional gains" her administration has made.

Weah made the promise while delivering his victory speech at his party's headquarters in Monrovia on Saturday.
The 51-year-old Weah, a senator who entered politics after his 2002 retirement, led the first-round election in October but didn't receive enough votes to win outright.
