The first phase will focus on signal and track maintenance, vehicle reliability, system safety and cleanliness, customer communications and management.

"The mayor can't run and he can't hide from his responsibility", said TWU International and Local 100 President John Samuelsen.

On Wednesday, MTA Chairman Joseph Lhota said that the first phase of the program would start immediately, addressing 79 percent of what he describes as the major causes of delays.

Mayor Bill de Blasio has refused to pay for the proposed MTA emergency action plan.

De Blasio on Sunday pushed back on the claim, noting that in the past the governor has embraced the state's control over the MTA and the city's subways.

The advice is said to be based on comments made by Alexander Fleming , who discovered penicillin more than 80 years ago. No current guidelines suggest stopping drug treatment partway through a recommended treatment course.

The mayor called Lhota's plan "a positive step", and emphasized that the city would work with the state and the MTA through its police, medical and homeless services, to help with law enforcement on the system and dispatch EMTs in medical emergencies.

The plan is still in its early stages, Lhota said.

"There is no time for delay, and there is no tolerance for lack of commitment on this issue", Cuomo added.

Underneath the cordial surface, combustible NY politics still simmers. Cuomo, who controls the authority, has agreed to pay for the rest, but Blasio has resisted giving the authority more money.

The mayor's office noted that since 2011, Cuomo has diverted $456 million of operating money earmarked for MTA riders - $391.5 million from the Metropolitan Mass Transportation Operating Assistance Account and a $65 million reduction in state reimbursements - to the MTA in 2017.

It seems only natural that after unveiling an $836 million plan to fix the ailing NYC subway system, the MTA would want to increase fares on the service.

He also called on Cuomo to shift more than $200 million for the light show on the MTA bridges and wondered how much of the $1 billion that Cuomo said the state would contribute to the MTA capital plan would go toward Lhota's plan. This comes after recent train derailments in Harlem and in Brooklyn.

NY and New Jersey are depending on the federal government to make good on a promise to provide half the cost of the $20 billion Gateway Project, a system of two train tunnels under the Hudson River to protect the region from the risk from existing tunnels worn with age and damaged from flooding during Hurricane Sandy in 2012.

The plan includes cleaning the entire underground system to remove debris and cut down on fire hazards, adding cars to some subway trains where station platforms can handle it and removing seats from others to add room to get more people inside.
